Flexible Report on Traccar TCP 5227 is a binary dialect. FlexibleReportProtocolDecoder reads a 0x7E header, flags, an 8-byte IMEI hex dump (leading nibble stripped), sequence index, a custom timestamp encoding, event, then type MSG_GENERAL (0x00). When flags request ACK, the server replies with 0x7E … 0xE0 and 0x4F/0x0F.

Do not confuse with Flex Comm on 5142 (ASCII characters 7E) or Gator on 5052 (0x2424 header). Flexible Report’s identity is binary 0x7E + 0xE0 ACK + MSG_GENERAL.
